OASIS Darwin Information Typing Architecture (DITA) TC

This revision includes the following updates:

* Removes the #FIXED notation from DITA version attributes.
* Adds version specific public IDs to the catalog.
* Adds -dita-use-conref-target to enumerated attributes.
