    For an <image>, the resource file can be specified using @href or @keyref. @href in <image> is defined to be a required attribute. So, in case someone is using only @keyref for <image>, then the missing @href will cause issues.

    This is a bug that was fixed--it should be corrected in the latest DTD and
    XSD distribution.

    It looks like the docs still list it as required - that needs to be
