    Subject: CONREF vs. XInclude in 1.1


    Another 1.1 discussion should be whether to keep the current conref= 
    mechanism or move to a more XInclude-like approach that would 
    essentially be a specialization of xi:include (which could still allow a 
    single element type to act as either a normal element or a 
    use-by-reference).
    
    I don't think that it would be appropriate or useful to just use 
    unspecialized xi:include because it fails to satisfy a number of 
    important authoring requirements, most of which the current conref= 
    mechanism does satisfy (such as being able to constrain where a given 
    reference to a specific element type is allowed to occur via a DTD or 
    schema).
