OASIS Darwin Information Typing Architecture (DITA) TC

I've posted updated versions of the proposal based on today's email and TC
discussion. The only change from the previous version sent around was to
remove this sentence about publishing glossaries:
      "A glossary publishing process should emit the surface form for the
term."
