OASIS Darwin Information Typing Architecture (DITA) TC

2 very minor changes in this version.

1. Correct a typo in a comment.
2. Ensure domain specializations of fig in topic.dtd are referenced in the
same order as in all of the other DTDs:
"fig |
%pr-d-fig; |
%ut-d-fig;
"

Previously ut came before pr, which meant that content models including fig
appeared to differ in topic.dtd and the other DTDs.
