Page 78 of the CD03 PDF file says, "Because some translation software
does not permite translators to add elements, the absence of the
@xml:lang element from the source language may result in higher
administrative costs for translation."
Unless I'm missing something really big, there is no xml:lang element.
There is only an xml:lang attribute, right?
