XIRUSS-T must have at least a namespace declaration for the class
attribute in order to be able to provide generic DITA awareness (that
is, there must be at least one DITA-specific namespace declared
somewhere in a document instance in order to be able to recognize it as
    a DITA document).

I believe the Microsoft Word requires a namespace (and a schema) on the
document element in order to enable authoring.

However, this second requirement can be met unilaterally and does not
require action from DITA (if you accept my analysis as presented elsewhere).

    Cheers,
