Architectural specification
- Add a topic explaining that the <foreign> and <unknown> element provides
an open extension for
existing standard vocabularies for non-textual content and an extension for
uses cases that have
yet to be identifies, respectively. The topic will also define the expected
processing
and fall-through behavior for each element.

The <data> elements should be used for incorporating textual content from
existing vocabularies
via specialization.
