    Hi, Don:

    To summarize, DITA locators for topic content consist of a unique ID on the topic and a key unique within topic scope on the content.

    The notion of scoped keys is recognized by

    * XSLT, which provides the id() function for IDs and the key() function for scoped keys.
    * XML Schema, which provides the unique constraint for IDs and the key constraint for scoped keys.

    The DITA locator scheme seems consistent with the thought in these standards.
