    It would also be helpful to put an <indexterm> in a short description - you can't do that either.

    Micheal and Chris,
     
    My staff just told me that they cannot add an <indexterm> tag to a title. In most indexing best practices, you do include index tags at the title level to point a reader to an entire topic. Is there a reason that an <indexterm> tag is not allowed in a topic title? Can we include it there? Why is <indexterm> not a universal attribute? It would also be useful to place an index tag at the beginning of a property list or table.
