    May 20, 2003 Meeting Minutes

    Meeting Notes


    EM-XML Update

    The EM-XML Executive Committee was having its next meeting on Thursday, May 22nd.  Allen reviewed a presentation that he will use to bring the committee up-to-date on work done by the TC.
    • Q1 objectives have been met/accomplished
    • Q2 - will have standards work done by end of second quarter
    • Q3 - compliance suites/scenarios and best practices
    • Notable progress has been made in the three subcommittees
    • Have brought CAP in under the Messaging subcommittee
    • Next steps - finalizing CAP drafts and completing requirement documents for other SCs.  Then start working on implementation guides.

      DMI- Services API Discussion

      DMI was sponsoring a discussion of their API on Wednesday.  Please see attached for presentation from that meeting.


      Notifications Subcommittee Update - Art Botterell
      • The top focus is to get out the CAP work.  Currently on schedule with this work
      • Create a short hand process
        • Requirements document
        • Use scenarios
        • Moving toward building object models
        • XML schema and implementation notes fall out of that
        • Projects in queue
          • Recommended XMLifications of Core ICS forms
          • Incident Notification Message - working through how to address
          • Had CAP Workshop at recent Partnership for Public Warning conference.  Another workshop is scheduled for Disaster Management conference in Toronto next month.  
            • Focused on terminology and definitional meaning
            • Challenge is to engage with non-technical practitioner community

              GIS - Eliot Christian
              • Looked at CAP requirements from GIS expertise
                • OPEN location services from OpenGIS is overkill for CAP
                • Better solution is to advise CAP data dictionary on refinements (what are assumptions behind)
                • Deal with elevation - starting proposal
                • Write as note to CAP group
                • Education finished in immediate needs but available for more if asked.
                • Outstanding issue -- symbology

                  Infrastructure Framework - Rick Carlton

                  Group is looking at multiple standards.  Each member is assigned to review associated standards.  Going through these infrastructure standards to find binary points to use.   Per Rick's meeting minutes on 05/14 standards being reviewed included:

                  A. OASIS B-PEL
                  B. OASIS WSIA/WSRP 0.95
                  C. OASIS UDDI
                  D. DOJ Schema Structure
                  E. MICROSOFT Addressing standard
                  F. W3C RDF

                  Additionally, certain holistic industry web services/segment architectures are also under active review. They are:  
                  A. IBM
                  B. Oracle
                  C. Microsoft
                  D. Prism
                  E. Health Management Standards


                  Rex mentioned that the group may want investigate ebXML for its registries.

                  Discussion around security
                  • Art - non-tecnnical users need assurance that we are addressing their security needs.  Want to make recommendation on security tied to CAP
                  • Allen- Define preferred means to transfer data which leads to security
                  • Rick - that is already intrinsic to the charter
                  • Eliot - maybe we want to think about starting another separate subcommittee to focus on security
                  • Rick - security is one of the five areas of focus for the Infrastructure Framework subcommittee
                  • Rex - need to state where/which protocols we are getting security standards from
                  • Art - include by referencing some established security frameworks
                  • Rick - will get info to the TC within the next month

                    Issues

                    Use the excel spreadsheet on the OASIS site to check out your past attendance.  Please remember that you must attend two of the last three meeting to maintain your membership (this is relative to when you joined as a voting member).


                    Action Items

                    Review the attendance excel spreadsheet on OASIS and make any corrections.
