I suggest that to support Signatures at all levels (payload and EDXL it self) that we add an explicit reference
to the <ds:Signature> element (from the Digital Signature schema) at both the top EDXLDistribution and
ContentObject levels.

I suggest we do not use the "any" element mechanism. Currently this "any" definition
also allows "�It may also be used for experimental extensions; "� - which is not ideal for a final spec. �
