Dear Mary,

The EM-TC is ready to submit the CAP 1.1 to a vote for Committee 
Specification.  Please accept this email as the indication to TC 
Administration.  I understand that this must be done by ballot and that a 
2/3 majority vote of the TC is required.  I further understand that the TC 
must then vote to submit for OASIS standard approval and that a 2/3 
majority vote by ballot is also required.

Please start the vote for CS right away and add a second ballot item that 
would basically say - if CAP 1.1 is approved as a Committee Specification, 
do you then vote to submit CAP 1.1 for membership vote as an OASIS 
standard?   As you suggested, that would allow both special majority votes to
run in parallel via ballot and have everything completed in time to submit 
on Aug. 15 for Sept. 1 membership review/vote.
