Issue 11 says "Suggests addition of a CAP-version-number element within
the CAP message."
The CAP URN namespace identifier, eg:
<alert xmlns = "urn:oasis:names:tc:emergency:cap:1.1">
indicates the version of CAP being used.
Even though it is "1.1", a processor needs to understand that the entire
URN (string) represents the CAP V 1.1 spec.
