Hello to all OASIS Technical Committee Members
This is a list designed to keep you up-to-date with the latest information about anything and everything related to the operation of technical committees at OASIS, including new tools, templates, help guides, changes to the TC Process, etc. You don’t need to do anything – by virtue of your participation in one or more technical committees at any level other than observer, you are (and will remain) automatically subscribed. I’m planning on posting to this list about once a month so you shouldn’t notice any change to your typical email volume. The list is archived and accessible at

The OASIS TC Process defines three approval levels:
Simple Majority
Most day-to-day decisions of a Technical Committee involve a Simple Majority vote - as long as the meeting is quorate (meaning that greater than 50% of the voting members are in attendance), the number of 'yes' votes must be greater than the number of 'no' votes.
Full Majority
Certain actions are identified in the TC Process as requiring a Full Majority vote:
- approval of a work product to Committee Draft stage
- approval to submit a Committee Draft for Public Review
- approval of a work product to Draft Errata stage
- approval of a Draft Errata to Final Errata stage
- election of a Chair or Co-Chair
- approval of a Standing Rule
- decision to close the TC
A Full Majority vote requires 'yes' votes from greater than 50% of all Voting Members.
A Technical Committee has the option of using our Kavi groupware or email to run an electronic ballot. It must be noted, however, that all electronic ballots must be open for at least 7 days.
Special Majority
Special Majority votes are limited to those actions regarded as having a significant impact on the status of the work or the TC itself:
- approval of a Committee Draft to Committee Specification stage (and therefore OASIS Final Deliverable status with regard to the OASIS IPR Policy)
- submission of a Committee Specification to the membership for OASIS Standard approval
- withdrawal of a submission of a Committee Specification for OASIS Standard approval
- affirmation of Committee Specification as an OASIS Standard after 'no' votes received on the member-wide ballot
- Charter Clarification (revising a charter to narrow scope, update deliverables)
- re-Chartering of a TC (expanding or changing the scope of a TC)
- removal of a TC Chair or Co-Chair
All Special Majority ballots must be conducted by the TC Administrator and must be conducted electronically. That means the TC approves a motion to submit any of the above items to the TC Administrator and request that a ballot be started.
