Hi Michael, That is in fact what the rules say now (although it takes reading to find it!) In 2.4.4 Voting Member part (c ), the last sentence reads "A Member of a TC that does not hold Meetings may regain voting rights by making a request to the chair(s) to regain them, effective at the close of the 60th day after the request." I would apply that to the initial 60 day period as well. I don't suggest voting on it as a 'clarification' of the rules. If someone were to complain to me, I'd probably have to overrule the implied change to the rule. The better approach would be to point to this existing text and simply note that the TC will be operating on the expectation, in line with what's in the rules, that the member who desires voting rights needs to make the request to the chair at the end of the 60th day. Unfortunately, there is no way to automatically provide information to joining members beyond the welcome message currently sent out. I looked into this a few days ago for another TC.
