Title: a shot at Test Assertions

I had noted an action item on "Test Assertions development" on my todo list,
and was not sure exactly what was to be done.

I drafted a write-up on Test Assertions, based on previous experiences,
which could be a starting point for discussion.
Here it is.

Note that a "Test Assertion" is not supposed to be as precise as a "Test Case", the latter being out of scope here .
