First, it is important to note that conformance clauses, any conformance clause, sets forth requirements for adherence to a standard by referencing the normative text of the standard. That is to say that conformance clauses (assuming there is only one conformance target) specify all the requirements for an implementation or process to claim that it follows the rules set forth by the standard. Those requirements, are *not* contained in the conformance clauses but rather are in the normative text of the standard. By way of illustration, here is a conformance clause on process: The production of a Vision (insert ref) for a TGF program, MUST follow the collaboration requirements specifies in Clause NNN (insert ref). By way of contrast, the original TGF conformance on vision reads: ***** 2. MUST produce a Vision for the TGF program that: - is developed in an iterative and collaborative manner; - embraces the opportunities opened up by new technologies and delivery channels, open data and effective collaboration; - does so in a way which integrates these with the core socio-economic, political and environmental vision for the future, rather than seeing them as somehow separate from the government’s core strategic objectives; - is measurable. ***** None of which is defined anywhere in the TGF specification. Of course, my proposed language would require a definition of "collaboration," which could include language such as: NNN. Collaboration There is no one process for collaboration but there are minimal requirements for a process to qualify as "collaboration" as defined for a TGF process: 1) All proposals and documents for discussion in a collaboration must be available to the public and all participants, at least thirty (30) or more days in advance of any physical or virtual meeting for the purpose of collaboration. 2) "Available" in the context of this specification includes distribution by publication in newspapers and magazines, broadcast by radio or TV, distribution by email and over the WWW, and by any other means that will reach 90% or more of the population being asked to collaborate. 3) "Population being asked to collaborate" includes at least 90% of the population in an area which will be subject to the results of a collaboration. Population does not exclude anyone on the basis of race, gender, creed, ethnic origin, or citizenship status. So, you see it is possible to define criteria without specifying a process that provide a criteria for distinguishing a conforming process for one that does not. Despite claims to the contrary, my unhappiness with TGF is that it lacks any meaningful terminology or criteria by which any of its alleged requirements could be judged. At least the BSI recognized it as not being standards material. It is entirely possible to write a TGF proposal that would be a meaningful contribution to government utilization of IT.
