I'm not wasting time on discovering the current version's permission scheme but the 6.* version of JIRA has fairly complex permission capabilities. Thinking before it becomes a "...must do anything, something in X weeks..." sort of issue, that the TAB should fashion recommendations about permissions for the upgrade to JIRA. An obvious example, all comments MUST be viewable by anyone. Another obvious example, comments MUST NOT be deletable by anyone. (I'm not sure how we can lock the sysadmin out of that but I think it is possible to make it traceable.) All TC members MUST have the right to enter comments. I don't think it needs to be all that complicated but a known and documented set of roles and permissions would make management of JIRA easier on the TC Admin and create uniform expectations among the members. A separate issue would be creating a work flow that more closely resembles standard authoring, rather than the default software model that is the default in JIRA.
