  • 1.  ECF TC Outreach Committee Update

    Good Day Everyone,

    Just wanted to send a few quick notes from the Outreach Committee. We had a call this morning, and discussed a few things but it was a rather quick call. Here the notes:

    ·       We are confirmed for a presentation at the NIEM National Training Conference (August 30th September 2nd). Jim Cabral and Michael Alexandrou will be presenting. Special thanks to Jim for coordinating the presentation IJIS folks.

    ·       We are confirmed for a presentation at the King County ECR Conference (August 6th). Jim Cabral and Jim Harris will be presenting.

    ·       Di reported that the NCSC has an intern working on a national survey to court administrators throughout the country in an attempt to gauge e-filing activity. When complete, we will attempt to acquire results and include in our overall state by state poll results. Di, feel free to add any detail  or make any corrections to this statement if necessary.

    ·       CJ shared that the Arizona Statewide e-Filing project continues with plans to implement with form based filing in justice courts in phase 1. Sounded like initially it will be electronically generated forms that will still require print and file until a later phase that allows them to be e-filed through use of ECF integration.

    ·       George continues to work on new ECFForum.net that will host new forum and poll results for states, among other things.

    In addition to the notes above, I shared with the group that I need to scale back my participation on the ECF committee, including giving up my lead role with outreach. Thankfully, business has been very good which is just eating up all my time, but regrettably this really limits my ability to carve out the time necessary to make any headway on our outreach activities. I would like to continue the task of finishing the ECF Forum web site, but am asking at this time for volunteers from the committee to take over the leadership role on outreach. If anyone has any suggestions, Id love to hear them.

    Has the Outreach Subcommittee identified public sector ECF implementers to participate in the ECF “Solutions Sharing Session” at CTC?

    The LegalXML Steering Committee has approved funding for two individuals (including conference registration and travel expenses).  We need to get moving on this so that we can work out logistics with the implementers chosen.  OASIS also requires the names for their budget approval process.

    Please advise ASAP.

    Jim,

    Unfortunately we have not yet specifically identified any public sector ECF implementers that we KNOW can and will attend the session. At this point, I’m feeling fairly out of the loop on who actually IS using the spec. I know Arizona, Georgia, and New York have all used it. Utah plans to use it. Any ideas on who else we can approach?

    We need to approach some of the folks listed below to identify implementers that might be interested in attending CTC (including the ECF TC meeting and the ECF solutions sharing session).  The member section steering committee has approved funding for registration fees and travel expenses for two public-sector implementers who might not otherwise be attending as long as they agree to share their experiences with the ECF standards in the solutions sharing session.

    Can we get a volunteer from the Outreach Subcommittee to contact these folks about their plans and interest in attending?

    ·         Arizona (Maricopa County) – CJ Allen

    ·         Florida (Manatee County) – Chips Shore

    ·         Florida (FACC) – Melvin Cox

    ·         Georgia – Michael Alexandrou

    ·         New York – Jason Hill

    ·         Utah – Ron Bowmaster

    ·         Vermont – Rick Conklin

    I think each of the above are involved in some level of implementation and/or procurement of systems using ECF 3.x or ECF 4.  Are there any other states/courts already involved in implementing ECF 3 or 4 that I’ve missed?

    BTW . . . Though we can provide funding for only two implementers, we should encourage all implementers (public and private sector) to participate in the solutions sharing session at CTC.

    I would suggest Kristin Donnelly-Miller from the Indiana AOC.

    She:
    • Was the Special Master, Asbestos litigation in Marion County, developed e-filing in that context before most people knew it existed.
    • Currently staff attorney in charge of reviewing E-Filing pilot requests per Administrative Rule 16. AR-16 requires ECF compliance (per appendix)
    • Has requests from Marion and Lake County Pending, White County should be sent to her soon.
    • May be involved in Floyd, Monroe and Marion Counties Traffic filing  via ECWS (Electronic Citation and Warning System).
    • Has experience in speaking at conferences.
