Hi Claus,

 The answer to your first question is yes as per the charter.  Please
note that the charter clearly states: "... contributions will be
accepted for consideration without any prejudice or restrictions and
evaluated based on technical merit insofar as they conform to this
charter."

As to the IPR mode, our employers facilitate our participation in
standards committees if RAND is chosen.

I find it disturbing that the IPR mode is "RAND" instead of "RF on RAND."

MOX promises improved support for web service composition (and mashups) and
it would be weird to have implementations at this level be subject to IP
licensing, inserting a toll booth into the WS stack.  

If the idea is to promote adoption and wide use of a WMSL-based scripting
language, I would hope that Mitre Corporation (and anyone else) does not
expect to extract licenses; that should be established at the outset.  If
that makes participation uninteresting, it would be good to sort that out
now too.

It has come to my attention that "RF on Limited Terms" is even more specific
with regard to what is to be understood from the very beginning.  I would
think that is also worthy of consideration for an integrative technology
across widely-used public specifications.

Good points on potential adoption. There's also an issue with confusion 
in the marketplace, and a RAND spec competing with perhaps less worthy 
but less restrictive RF specs.

But note that RF can still have onerous terms that many open source 
projects would find unacceptable.

I think Claus' questions deserves a more serious answer.

(1) I didn't see an answer to his specific question

Do you consider to utilize - when available - the relationship of XML
Schemas and XML instances to CCTS core data types when producing /
describing mappings?

I didn't see a response to that. Responding by saying that "we in the TC 
will consider..." is not germane. He asked if you've considered that 
specific example.

The charter makes the statement that you cite (in part), but it doesn't 
make much sense. Again, see my detailed licensing comments for discussion.

(2) I've gone deeply into the IPR mode issues in a separate email on 
this list. Again, your answer doesn't address the deeper issues.
