OASIS XML Localisation Interchange File Format (XLIFF) TC

For the csprd01-008 ( https://lists.oasis-open.org/archives/xliff-comment/201305/msg00006.html ), which notes that both 2.2.2.2 file (with its @skeleton) and 2.2.2.3 skeleton (with its @href) define a url for an external  skeleton, I propose we keep the @href with <skeleton> to define a url for an external skeleton. This depends of approval of my previous proposal that we remove file/@skeleton.   Please let me know if you have any objections or suggestions by 03 June. If I get no replies I will assume approval.   Thanks,   Bryan
