this is a first draft of the rationale document, which should describe the
essence of the two approaches for the verification report schema. Could you
please have a look at
it and let me know whether the description is ok or what should be
changed. After this step we would discuss the differences in Section 3 and
(if necessary) provide example report fractions in Sections 2.x.2. If this
in turn is done it should be easy to draw a common conclusion in Section 4.
