Subject: "policy" = Policy or PolicySet?

Our glossary defines "Policy" and "PolicySet", but there is no
generic term that includes both. I notice places in Section 7
that refer to just "policy" and other places that specifically
say "Policy or PolicySet", so I don't think we are consistent.

In the interests of brevity, Could we add the following to
the glossary, and try to use it whenever both "Policy" and
    "PolicySet" are implied?

policy - In this specification, the uncapitalized term "policy"
refers to both XACML Policy and PolicySet instances.

Tim, you may have a better proposal. Or there may even be a
hidden consistency that I have missed :-)
