OASIS eXtensible Access Control Markup Language (XACML) TC

The issue number refers to the XLS-sheet found in this email:

The commenter is concerned that the wording in the specification could 
be interpreted that any proprietary policy language would be conformant 
to XACML.

The section in question is intended to say that an implementation may 
perform internal optimizations and conformance to the XACML policy 
schema is already implied by the fact that it is a profile for XACML.

I propose that we do nothing.
