John, Looks good. Regarding the IPC-Data attribute, how is this to be used in a policy if it can contain so diverse types of information such as Author name, patent number, and so on? Would it not be better to define an attribute id for each of these types of items? I am also thinking whether it would be meaningful to use some defined naming schemes for the attribute values, like for the organization attribute, which could potentially collide in an interop situation.
