    Anne,
    I do not think that sequence 0 to many in the Attribute-Value implies
    multi-valued attribute.
    AttributeValue element is one. We simply do not impose any restrictions on
    how this value looks like
    Eg:
    <value><myvalue>v</myvalue></value>
    or:
    <street>
    <state>
    <zip>
