The values of xml:id have to be unique within a single sub file of the
package. Which means that the constrains that exist for ODF do not
differ from the constrains that the xml:id specification defines itself.

Yes, all elements and attributes are covered by this proposal (unless I
have overseen one, but then, this would be an issue rather than a feature).
