I haven't looked at this yet, but for consistency shouldn't we be making our comments against the public review draft?
On the call maybe Patrick can summarize the differences where comments on one will not match up with the other?

I think the section numbering is stable and if there are changes that will
affect that, then please make your suggestions now.
