so there are at least two ways of internally doing the numbering. The main problem with this is that the style defines a start-at value and that there a different "locations" where this start value can be considered. This will result in different numbering.
My resolution would be to disallow the modification/override of the start-value because of their dependency to the internal way of numbering.

See it that way. I want an "declarative" instead of an "imperative" description. A good way to illustrate this are declarative and imperative programming languages. A declarative PL just "describes/declares" the result and its up the engine how to fullfill these results. An imperative language specifies exaclty how the result is calculated.
So regarding this requirement:
I do not want that office applications can only fully support ODF when they do numbering exactly like in e.g. OOo or e.g. KOffice.
