Changes to Key Block object and Get operation to request desired Key Format
and Compression Types (from Indra Fitzgerald).
Changes in Revocation Reason code and new Certificate Issuer attribute
(from Judy Furlong).
No implicit object state change after Re-key or Re-certify.
New Section 13 on Implementation Conformance from Matt Ball.
Multiple editorial changes and new enumerations.
