document repository.  This document is revision #1 of Sun KMIP P1619.3

Document Description:
This proposal allocates ranges from the binary encoding's tags and
enumerations fields to IEEE P1619.3.  In this way, IEEE P1619.3 can make
extensions to the binary coding without colliding with future KMIP changes
or with vendor-specific extensions.
