OASIS Energy Interoperation TC

As per my action item from this weeks meeting I have outlined a number of
requirements for the different types of repsonses/acknowledgements that may
be necessary from a VEN upon receiving an EiEvent from the VTN. The
document does not delve into the various mechanisms that may be used to
satisfy these requirements.
