There are several action items outstanding that are meant to be the basis for whole sections.
In section 2.3.4, I have tried to write up the basis for the "program hints" as I understand them. LBNL-please review and see if it has the sense you wanted.
THere were too many editors working at cross purposes before. Please send comments or suggested inclusions referencing specific sections, i.e., insert after section 3.3.7, or specifc line numbers.
