    The document named Shadow Prices in EMIX.pdf has been submitted by Dr.

Document Description:
This is in response to an action item assigned to me after I made a comment
in an EMIX meeting that there are prices not determined by a tariff,
negotiation or a market process.  One example is a "shadow
price".
