Yes John I understand. For me it was the most powerful idea, because it identifies the root issue from where all the biggest problems flow, and then also a practical model for what to do about it. The fundamental challenge for programs like TGF is "selling turkeys on Christmas", i.e. organizational modernization requires senior buy-in from those who have the most vested interests in rigidly maintaining the hierarchy and are therefore most resistant to its change. The concept of doing anything other than strict, top-down departmental structures is very alien and so ideally the transformation is made possible through a slick technology vehicle and concept. Govt services are delivered in silos from siloed IT infrastructure. The opportunity cloud offers is a way to optimise the ‘virtual franchise delivery’ (over time) by using cloud’s metered type pricing mechanisms, and APIs that don’t create an unaffordable capital expenditure ‘brick wall’, and an many-to-many (agencies/servers) integration nightmare.
