    Hi guys Here is my first pass at linking TGF to Cloud :  I've now read through the main white paper, and had a couple of questions: - It means a Transformation Competency Framework - This would seem an ideal way to make the TGF accessible to customers who want to base programs on it. Are there any resources available in this area? - It would seem the headline idea is the use of 'agile, cross-government, virtual  "franchise businesses " as the means of having processes span across multiple agencies - Any examples of how this has been achieved?     Yes John I understand. For me it was the most powerful idea, because it identifies the root issue from where all the biggest problems flow, and then also a practical model for what to do about it. The fundamental challenge for programs like TGF is "selling turkeys on Christmas", i.e. organizational modernization requires senior buy-in from those who have the most vested interests in rigidly maintaining the hierarchy and are therefore most resistant to its change. The concept of doing anything other than strict, top-down departmental structures is very alien and so ideally the transformation is made possible through a slick technology vehicle and concept. A cloud-based virtual franchise market would indeed fit that bill... Neil.     sorry I had a typo, it should have said 'it mentions a competency framework...' and does so within a context that says development of one is a good way of defining the skills required for implementing a TGF program. so this would seem pretty central to how customers engage with TGF, and so I was wondering if any template resources are available for this? it links to the UK program but that's now expired ( www.civilservice.gov.uk/my-civil-service/networks/professional/it/framework.aspx ) Neil.
