I agree that it would be nice if the Schema version could be identified
separately to the namespace version, but the optionality of the W3C XML
Schema 'schemaLocation' attribute doesn't lend itself to robust
identification. More importantly, what are we doing to do about
organisations that won't accept XML instances with a 'schemaLocation' due
to the security implications (i.e. that the 'schemaLocation' can point to
arbitrary URL with unknown results when something is downloaded from that
URL).
