Notice the text in paragraph 2 of Section 7.5. The Metadata is required for every registry class - CC (CCT, BCC, ACC, ASCC), BIE (BBIE, ABIE, ASBIE), DT (UDT, QDT), Property (BCC Property, ACC Property, etc), etc.
