Folks -- attached is a draft proposal for supporting property and entity
metadata internationalization in a consistent manner.  We've followed the
direction of the xliff translation spec, but introduced some extensions to
support WSRP needs.  Let's discuss during tomorrow's, Wed 10/23, Noon
Eastern regular Property/Customization call.
