I like these in general, but would suggest replacing the last of these to
make it a spec requirement rather than being Producer specific:
The specification MUST indicate how a Consumer MAY reference a
persistent set of context data.
I also just noticed that the second of these uses 'collections' while the
rest use 'set' or 'subset' ... just change 'collections' to 'sets'?

Suggested combination with proposed wording:
Operations and semantics related to persisting and using stateful
information by instances of the Producer's service are:
* A WSIA Web Service Producer MAY persist subsets of context
data.
When a WSIA Web Service is created, persistence MAY eliminate the need
to communicate context data.
* A Consumer SHOULD refer to stored collections of context data
persisted by the Producer.
* The Producer SHOULD indicate the allowable set of persistent
context data.
* The Producer SHOULD indicate to the Consumer how to reference
the allowable set of persistent context data.
