    To me, Published and Declared have a static ring. Public does not automatically mean interpretable.

    Properties

    The term "transparent state" has generated a number of requests for
    clarification about its meaning. This is being used in the draft spec to
    describe that portion of an entity's state being published in a manner that
    allows Consumers to programmatically set its values. Candidates that spring
    to mind include:

    Published State
    Declared State
    Public State

    Do people find any of these better ... have other suggestions??
