A comment by Andrii Berezovskyi posted at  https://lists.oasis-open.org/archives/oslc-promcode-comment/202110/msg00002.html  In essense, the promcode-shapes.html document does not handle a URL of document URL # resource name properly. For example,  https://docs.oasis-open.org/oslc-promcode/promcode/v1.0/csd01/promcode-shapes.html#IssueCollection  does not take a brower to the section describing  IssueCollection  resource.  Kamimura investigated the issue and found out that this is caused by Pandoc/ReSpec that creates html sections with their ID attributes set with resource names in all lowercase. Matsumoto-san later found out that this generation is done by Pandoc. A change needed is to set the ID attributes with resource names in upper and lower cases mixed as they are defined for resource classes. Kamimura also found out that the same problem exists in other OSLC specification documents including Core, CM, CCM and AM. Therefore, this is not unque to PROMCODE and OSLC PGB should decide how to handle the issue.  Even though this is not unique to PROMCODE, it was agreed that we should go ahead and make the change since supporting the URL of the document url#resource name is useful in improving the usability of document. We then discussed how we can handle the issue in the TC process. In interaction with TC Admin Office, it was understood that two possible options exist, one using Errata process after the document becomes OASIS Standard, and the other revising the Commitee Specification with non-material change. Either way, It was agreed that the change is non-material since it does not affect the resource model of PROMCODE. Also, promcode-shapes.pdf file remains the same, and the content rendered by a browser when it accesses promcode-shapes.html will be identical before and after the change. A polling was conducted to see which option each TC member favours, Errata process or non-material change to CS. Everyoner favours using non-material change process since it saves time and making the change sooner is preferable.  Then, Kamimura proposed a motion to request TC Administrator Office to conduct a special majority vote to make a Commitee Specification Draft of promcode-shapes.html file of OSLC PROMCODE Specification Version 1.0 as Commitee Specification. The file is accessible at  https://tools.oasis-open.org/version-control/browse/wsvn/oslc-promcode/shape/trunk/revision_cs01_promcode-shapes.html?rev=425&sc=1  . Here is the result.  Kazuo Yabuta approve  Masaki Wakao approve  Tom Kamimura approve  Shigeaki Matsumoto approve  Shinji Matsuoka approve  Hiroyuki Yoshida approve  Yoshio Horiuchi approve  Shigenori Kobayashi approve  The motion was unanimously approved.  2. Membership of Yabuta-san and Yoshida-san  Yoshida-san joined OASIS OPEN using Individual Membership. He joined PROMCODE TC with his new membership. Yabuta-san needs to do the same.  Actions:  Kamimura to submit a request a special majority vote to approve a CS with non-material changes.  Yabuta-san to apply for individual membership  The minutes created by T.
