LegalXML MS Steering Committee

I received the invoice for this sponsorship for reimbursement today, but I need more information from the Steering Committee. No one on staff signed a sponsorship agreement, so there is no binding agreement to pay this invoice. This is very awkward, so please help me bring this to a good conclusion. As you know the board froze the Steering Committee's ability to commit funding in October 2010  http://www.oasis-open.org/apps/org/workgroup/legalxml-sc/email/archives/201111/msg00000.html And I note the Steering Committee voted to commit funding to the RuleML sponsorship on 27 April 2011   http://www.oasis-open.org/apps/org/workgroup/legalxml-sc/download.php/41955/2011_04_27%20Minutes.doc   I realize you feel you've answered the Board's inquiry, but you also must realize they do not feel that way and have not lifted the spending freeze.  We should dialogue seperately about how to get past that stalemate, it is not that hard (hint - when asked to join  the board call to discuss, take the opportunity), but for now let's focus on the unauthorized expense. What value did the sponsorship deliver to the members of the LegalXML community?  How would you rationalize the expense to the members for how you are spending their dues?  The invoice notes the benefits as a logo placement and acknowledgement in the printed proceedings, but the proceedings cost $83, so I won't be checking there ;-)  There is very little content on the RuleML website to help me understand the value.  Do we receive a list of attendees to help identify RuleML TC participants?  The BRF website implies over a thousand attendees, so that might present opportunities. Dear Scott, I am answering to your request because I was the co-chair program of the RuleML@BRF conference, so I know the big work done for fostering the OASIS role inside of this event. The promotion of OASIS was one of my goal as co-chair program. The request of 500USD was approved in the LegalXML SC of April 2011 and also I request the authorisation to Dee (see the emails below) in July 16th 2011. The benefits for the LegalXML were really high: a) RuleML is now in the process to open a new TC called LegalRuleML (see the minute of the Long Beach face-to-face SC meeting). I am the Convener. A special session was dedicate in the program to this topic (see my presentation in attachment) This TC is a great benefit for the OASIS in term of new memberships and under the technical point of view. The RuleML community is connected with the vendors, academia, consultants  and every year it holds an high level conference for presenting research papers and demos. Please find also in attachment the draft charter of LegalRuleML. Chet is  helping us to refine it (see the last version of the charter in attachment) and Carol is collecting the memberships (see in the email in attachment an example from NICTA). b) James Cabral (chair of the LegalXML) was invited in RuleML2011@BRF conference as LegalXML speaker  (see the programme  http://decibel.cirsfid.unibo.it/ruleml-brf-2011/?page_id=744 and the presentation http://decibel.cirsfid.unibo.it/ruleml-brf-2011/wp-content/uploads/2011/09/RuleML-LegalXML.pdf ) c) David Webber represented OASIS in the conference d) the brochure of OASIS was distributed to the participants into the bags (see the brochure in attachment) of RuleML2011@BRF (Florida, Nov. 2011) and in RuleML2011@IJCAI (Barcelona, July 2011) e) special section on NIEM was organized where OASIS was cited several times as partner.
