The
funds will go to MTG to provide expert assistance to Maricopa and any other
court -- , , ,
or other -- implementing ECF 3.0 as part of the initial
implementation/interoperability testing process.

and I have agreed with Jamie that we will cease speaking of a "reference
implementation." We are merely
speaking of helping the Maricopa court implement the specification as part of a
general process of implementation and interoperability testing. Maricopa has significant advantages as an
early implementer because it is working with three different vendors. That translates into three or four
implementations, depending on whether the court will provide its own public
filing interface.
Maricopa
has not said anything remotely in the nature of "provide assistance now or
forget it." On the call, I said
that the ECFTC's need is to provide assistance to Maricopa -- which wants to
pursue an "aggressive implementation schedule." Therefore, I said that for the TC's
assistance to Maricopa to be effective it would need to be provided
immediately.
