    This ballot wasn't open very long.  I assume that we got 3 votes which is just as good as five for this.

    I'm not sure why observers were shown on the ballot; seems like that's a Kavi error of some sort. 3 of the 5 voting members voted in the affirmative, so a majority approved the budget.
