I almost replied last week, but was distracted
by other matters and somewhat uncertain of what to say. There was a telephone conference
call meeting on June 19, but only Don Bergeron, John Messing and I called in.
I agree wholeheartedly that the Steering
Committee needs to be meeting and acting. So far as I know, I am the only elected
representative from a technical committee (Electronic Court Filing). The
discussions about the Legal XML Member Section mission and goals were started,
but haven't continued.
Next week, some of us may be at the
National Association for Court Management (NACM) conference in Washington, D.C., or at the Electronic Court
Filing Technical Committee face-to-face meetings (in D.C.) which follow that
conference, on July 17, 18, and 19. I don't know whether that would make
a Steering Committee meeting more or less convenient to organize.

Okay, I know everybody is busy
- but I was surprised to see precisely no response to Scott's
e-mail or my proposed course of action.
When is the next Steering Committee
meeting scheduled? If there is not one scheduled, may I suggest tackle it
soon (perhaps next week)?
Some action is required in terms of
TC's that are not meeting, transitioning leadership with Member Section
Election, inviting our new American Bar Association liaisons to speak with us,
and considering other reforms to suggest to our successors on the Steering
Committee.
I request the privilege of a
reply. Don? Others? Is anybody out there?

Thanks for that
information. It is pretty clear that we should cull or help get back on
track any TC's that are non-performing and make sure that members are
getting value. My head has been down in the eContracts TC lately and I
have not been aware of the rest of LegalXML activities for the most part.
My take: the fact
that nobody has got the legalxml.org web site back up after the long weeks it
has been down coupled with the near total absence of activity among the
steering committee (leading to, among other things, neglect of some of the
lagging TCs) suggests a change. I suggest we quickly request each
LegalXML TC to appoint a member to form a newly reconstituted LegalXML Steering
Committee and I suggest that nobody who has been on the Steering Committee for
a long time accept any nomination. New blood, new motivation and some
sort of renewed direction are what is called for now.
The current
Steering Committee has done an admirable job in getting LegalXML to the point
where it is today, which is overall a strong position as I see it. It is
now time to gracefully step aside and encourage some new people to take the
lead.

I just
received a call from a member that I think you should be aware of.
The CEO
of one of the (now former) LegalXML Member Section members called me regarding
his renewal in OASIS/LegalXML. He not only reported that he will not be
renewing, but he requested a refund for last year.
He
reports joining specifically for the LegalXML Legislative Documents, Citations
and Messaging TC. He reports the complete lack of activity in that area
is a big disappointment and cause for his non-renewal and refund request.
The mail archives show 1 document in the past year, so his contention may be
correct.
The
company in question continues to develop and deliver products in this area
successfully without the benefit of, or in support of, the Standards you seek
to develop. This represents a loss for your organization on several
fronts.
As most
customers do not come back to tell you why they are not coming back, I believe
this is unique and valuable customer feedback worthy of your attention.
