    Dee,

    Under eNotary TC there are $7,000 in items listed above a line that reads "TOTAL 2009 = $9,900"  I believe that the 2009 total was $9,900 before we realized the the $2,900 expense would fall in 2010.  $7,000 is the right sum now.

    Could someone point me to any information of the budgeting process?  I'm not sure what this review entails.  If the only question we have to answer is "Did they submit something and does it plausibly support their charter?", then this seems fine.  If this is a proposal that is going to receive scrutiny, it looks like it needs to be fleshed out a bit.
