Issue #280: defaultRank belongs on ruleConfiguration.

    I made a mistake this morning in moving that defaultRank be added to the rule object. It actually belongs on the ruleConfiguration object, alongside defaultLevel . I am making that change at editorial discretion.   Thanks, Larry
