do you think it is a rendering target for fo (i.e. fo -> xps )

or is it more a competitor to / parallel to fo?

Competitor to Adobe PDF was my interpretation,
which puts it into the xsl-fo market.

XPS targets same market as PDF. It has some nice features which allows
easier searching and extraction of text then PDF has, but basically it
is page description format, so it is a result of formatting (or printing
to XPS driver in Windows).
