    The first paragraph of chapter 18, Conformance reads:

    A TOSCA Definitions document conforms to this specification if it
    conforms to the TOSCA schema and follows the syntax and semantics
    defined in the normative portions of this specification.
    *****

    As far as I can tell, the specification does not distinguish between
    normative and non-normative portions of the specification.

    For example, compare 4.2 Properties and 4.3 Example. Or compare 5.2
    Properties and 5.3 Example. Or compare any of those sections to 3.5
    Composition of Service Templates.

    I don't see any indicators of which of those sections should or should
    not be considered as normative.

    BTW, declaring particular sections normative would be a substantive
    change.
